The trading day split around a midday break
Tokyo trades in two sessions, morning and afternoon, with a break between them. Orders pile up at the open and the close, so prices move most in those windows. News that lands during the break is absorbed all at once when the afternoon session starts. The same effect makes results announced after hours move the next morning's opening price.
The morning session runs 9:00 to 11:30 and the afternoon 12:30 to 15:30.
